Perubahan KBLI dalam Peraturan BPS Nomor 7 Tahun 2025

Introduction

On 17 December 2025, the Central Statistics Agency (Badan Pusat Statistik - “BPS”) issued Regulation of the Central Statistics Agency Number 7 of 2025 on the Indonesian Standard Industrial Classification (“BPS Regulation 7/2025”). This Regulation provides a comprehensive and up-to-date classification of Indonesia’s economic activities to support the integration of business licensing data and the compilation of national economic statistics. This Regulation also replaces the previous regulation that had been in effect for five years, i.e. Regulation of the Central Statistics Agency Number 2 of 2020 on the Indonesian Standard Industrial Classification (“BPS Regulation 2/2020”).

The issuance of BPS Regulation 7/2025 was carried out in response to the emergence of various new business models that had not been accommodated in the previous classification. This measure aims to align with rapidly developing business dynamics and to ensure legal certainty in the determination of KBLI codes, which serve as the basis for determining risk levels and business licenses within the Online Single Submission (OSS) system.

Distinguished between Video Game Publishing (Category J) and Video Game Website Activities (Category J, Group 60390).

Electric Vehicles

General automotive or motor vehicle industry.

Emphasis on the electric vehicle ecosystem, for example the Operation of Public Electric Vehicle Charging Stations (SPKLU) classified under Category D (Electricity Supply).

 

New Business Fields

KBLI 2025 introduces new codes to accommodate economic activities that were previously not specifically regulated or were still grouped under general codes, particularly in the digital and environmental sectors.

A. Digital Economy & Creative Content

Under KBLI 2020, these activities were often classified under general categories. Under KBLI 2025, these activities are assigned specific codes:

1. Streaming & On-Demand Content Activities:

  • 60103: On-Demand Audio Distribution and Streaming Activities.

Covers music streaming services, podcasts (siniar), and audiobooks.

  • 60203: On-Demand Video Distribution and Streaming Activities.

Covers subscription-based or advertisement-based Video on Demand (VoD) services, as well as video game streaming websites intended solely for viewing (view only).

2. Design & Games:

  • 74194: Game Content Design Activities.

Covers the planning of creative game content such as level design, characters, and game mechanics logic. Previously, these activities were often combined with programming (6201) or general design.

  • 74192: Graphic Design/Visual Communication Design Activities.

Clearly separates graphic design activities, including brand identity (branding) design, visual UI/UX, and infographics.

B. Digital Finance (Fintech & Crypto)

KBLI 2025 provides clearer recognition of digital assets within the financial sector.

6619: Other Financial Service Support Activities, Except Insurance and Pension Funds

KBLI 2025 specifies activities related to the validation and mining of digital financial assets (crypto assets) as well as the tokenization of digital financial assets. Under KBLI 2020, crypto-related activities were not regulated in such detail within financial service support activities. KBLI 2025 also accommodates developments in financial technology, including, among others: KBLI 6611 for Crypto Asset Exchange, KBLI 6612 for Crypto Asset Broker, and KBLI 62193 for Blockchain Technology Development.

C. Green Economy, Carbon Trading, and Carbon Capture and Storage (CCS)

Carbon credit trading activities are now recognized across various sectors:

  • Agriculture & Forestry: Codes such as 011, 012, and 021 (Forest Management) now include activities aimed at carbon sequestration and storage, as well as the sale of carbon credits resulting from such activities.
  • Energy: Group 35111 (Electricity Generation) includes activities related to the sale of carbon units (carbon credits) conducted by power generation companies.

  • 01 & 02 (Agriculture/Forestry): Sale of emission reduction certificates/carbon credits derived from planting activities.
  • 35111 (Energy): Sale of carbon units by electricity generators.

 

Transitional Provisions

Pursuant to Article 5, all existing uses of KBLI by each KBLI user are required to be adjusted to comply with the provisions of BPS Regulation 7/2025 no later than 6 (six) months from 18 December 2025.

 

Closing

Businesses are encouraged to promptly review the KBLI codes listed in their Business Identification Number (Nomor Induk Berusaha/NIB). If any changes to KBLI codes are identified, businesses may immediately make the necessary adjustments within the OSS system to ensure regulatory compliance.
